PADDY PROCUREMENT UNDER MSP-OPERATIONS:
  • The main objective of procurement of paddy is to protect the farmer community from distress sale under Minimum Support Price (MSP) declared by GOI. Paddy is procured in two seasons i.e. Khariff (1st October to 31st March) & Rabi (1st April to 30th September) on demand.
  • The State Government has entrusted the purchase of paddy to Civil Supplies Corporation as a Nodal Agency from the KMS 2000-01.From KMS 2006-07, the CSC has taken up the procurement of paddy with the help of women Self Help Groups (SHGs) of IKP, PACS, ITDA, DCMS in all paddy growing districts by opening PPCs nearer to paddy production areas to facilitate farmers to sell their produce at village level. TSCSCL is paying commission fixed by GOI to the procuring agencies.
  • The required infrastructure such as paddy cleaners, moisture meters, weighing scales with weights, calipers, tarpaulins, winnowing machines, polythene covers, etc. for purchase of paddy at PPCs is provided by Marketing Department.
  • The gunnies are being positioned in all the paddy procuring districts by TSCSCL well in advance as per seasonal requirement. Gunnies are purchased through Jute Commissioner, Kolkata which is GOI institution having control upon the entire Jute Gunnies Manufacturing Industry in India.
  • OPMS (Online Paddy Procurement Software) package was developed for capturing real time data on paddy procurement operations from KMS 2015-16.
  • Farmer payments are mandatorily being made online directly into farmer bank accounts.
  • The paddy procured is shifted to designated rice mills for immediate custom milling through authorized district-wise paddy transport contractors appointed by District Tender Committee headed by Joint Collector.
  • Paddy delivered to mills is kept under the Joint Custody of miller and local officer appointed by Joint Collector for safety of stocks.
  • The Rice miller will deliver the custom milled raw rice & boiled rice at 67% & 68 % respectively. The milling charges will be paid to rice millers accordingly.
  • TSCSCL forwards claims to FCI for custom milled rice delivered to FCI under central pool either Raw or boiled rice as per provisional rates of CMR communicated by GOI for realization of amount.
DECENTRALIZED PROCUREMENT (DCP) OF RICE:
  • The scheme of Decentralized Procurement of Rice was introduced by the GOI with a view to enhance the effective distribution under PDS and encouraging local procurement to the maximum extent thereby extending the benefits of MSP to local farmers as well as to save on transit costs.
  • During KMS 2012-13 Procurement of raw rice under DCP was taken up in 3 districts of Telangana region viz., Karimnagar, Warangal and Nalgonda. During KMS 2013-14 the DCP operations were extended to one more district of Medak. From KMS 2014-15 onwards DCP operations were extended to all districts of Telangana except Hyderabad.
  • The custom milled Raw Rice delivered to TSCSCL under DCP will be distributed under NFSA & other welfare schemes of GOI and claims food subsidy with GOI for realization of amount.
  • As part of implementation of NFSA-2013, Govt of Telangana have decided to supply rice @ 6Kgs per person per month without any ceiling on the number of members in a family. To meet the additional requirement on this account the TSCSCL is purchasing raw rice under State pool since KMS 2014-15.
  • Govt. of Telangana is supplying preferred varieties of super fine raw rice for Hostels and Schools from January 2015 onwards. During KMS 2014-15 sannabiyyam was purchased from rice millers under levy. During KMS 2016-17 Sannabiyyam is being purchased from rice millers at negotiated rate.
WAREHOUSING:
  • The Telangana State Civil Supplies Corporation is operating 171 MLS points in its own scientific Godowns and in godowns hired from Government agencies and Private owners for distribution of essential commodities under PDS. Out of 171 MLS points 8 MLS points are being operated by GCC.
  • For procurement of Raw Rice under DCP additional storage space is being hired from Government agencies like SWC, CWC & AMC and also from private godown owners.
MS & HSD RETAIL OUTLETS:
  • TSCSCL as a part of its diversified activities besides implementing the Govt. schemes from time to time has taken up purchase and sale of MS & HSD (Motor Spirit and High Speed Diesel) retail outlets from oil companies.
  • At present the Corporation is running three (3) MS & HSD Retail Outlets, at Secretariat and LB Nagar in Hyderabad District and Hafeezpet in Ranga Reddy district, which is operated under the control of the District Managers of the concerned Districts.
LPG OUTLETS:

The corporation runs 12 outlets of LPG in 12 districts operated under the control of District Managers of concerned districts. The details are as follows.
